Snake eyes in G.I Joe, Why he wheres a mask and doesnt talk?

Ok so i was watching G.I joe and i dont understand why snake eyes wears the black uniform and why he doesnt talk...im not excatly sure...in the movie i think he took the oath of silence cause his master was killed? if so then why the mask?
