Is ordering a person to be killed haram in islam?

My family lives in Canada, in my parents home country Somalia there is a man who states he was married to my aunt who ped away a couple months ago, he says she left him the house that belonged to my grandmother in Somalia and now he created fake papers that he signed that says he has the right to the house and also said that my other aunts approved of it. My dad asked is sister about it and they said they didnt know a thing. So this man now tries steal the my late grandparents home and cheat my family, and now my dad wants him to be killed in Somalia. If he is killed no one will really care there as they are in the midst of a famine and civil war. So is it haram, because this man is trying to steal form my family and i need honest opinions.
