Submerged balloon?

The air in the balloon will compress, displacing less water, so the balloon will continue to sink, never coming back up. This type of question is a matter of "holding everything else constant". Reality is different, of course, like the temperature gradient (which usually favors colder water with increasing depth which would make the balloon sink even faster). One way it could come back up is if the balloon is driven by up-currents
