In the Pledge to America, Why the GOP wants to take something away and then put it back?

They say they want to repeal the HCB but then they want to put the policy back in, (the regulation of insurance companies so they do not deny insurance on the basis of preexisting conditions) when Obama has already that policy to go in effect soon? How can they say that is their idea? They were there for 8 years and did not implement anything to help people in health insurance.
