Need help reinstalling Windows after a hard-drive wipe (HP laptop)?

Unfortunatly, newer windows os had a hd partition for recovery.. If you wiped the drive the partition is also gone.. The only option I van think of, is borrow, or buy off ebay a windows os disc.. The disc will install os, use the key number on bottom of comp
